“Polish” conventions with Prussia and Württemberg after 1831

     On 29th of March 1830, i.e. eight months before the outbreak of Polish November Uprising, there was signed a special cartel convention between so-called “Vienna congress” Kingdom of Poland and Prussia. However, this convention responded primarily to the need of establishing formal basis of mutual extradition of escaped military men and all kinds of wanted criminals.As such, sealed convention related mostly to extradiotion, not mercantile matters.

     To much surprise (and for unknown to me reasons), Polish authorities of postinsurrectional period haven’t publicly announced the content of this convention just after the fall of the November Uprising. Warsaw’s Administrative Council (by the request of ministry - Government Commission of Internal, Spiritual and Public Enlightenment Affairs dated as of 28th of June 1832) instructed this convenction text to be announcement Official Rights Book of the Kingdom of Poland - no earlier than on July 3rd, 1832.

     What is important, since 1832 mentioned convention convention  has become increasingly relevant not only to extradition matters but also in economic-trade issues (which was due to increased contraband movement on Polish – Prussian border).

     In general, however, as the Second State Councilof Kingdom of Poland gave in its report, written at the beginning of 1836, trade relations with the Kingdom of Prussia "/../ would remain the same as in the past"

     In the postinsurrectional period starting since 1831 another convention with German state was signed, namely with Württemberg.

     On 6th of September 1832, head of "Foreign Correspondence" unit in the office of tsarist Governor in Poland – Ivan Paskievich, announced to Warsaw’s Administrative Council the full text of declaration signed between Russian state vicecancellor count Nesserlode and prince of Stohenlohe-Kirenberg - king’s of Württemberg attorney. The convention concerned especially elimination of import duties/taxes thereon, between the Kingdom of Poland and Kingdom of Württemberg.

      Polish administrative authorities (representing in reality inviding Russian power) were informed about singing of the treaty only post factum.

     In these circumstances Administrative Council ordered on 7th of September 1832  Commission of Government Revenue and Treasury to develop "/.../presentation of project of formal decision."

    In the implementation of  Administrative Council’s regulation, on 2nd of October 1832 Commission of Government Revenue and Treasury (ministry - KRPiS) submitted formally developed by Polish administrative agenda project to the law on mutual abolition of import taxes between Poland and Württemberg.
